When does Reisen start selling the dream pills?

I've beaten the post-game story and she's still saying the same thing as she has been the whole game.

This is just a hunch, but by any chance did you not do the Dream World / Lunar Capital area?

From the entrance of Bamboo Forest of the Lost it is Right > Down > Up > Left > Down

No, I did.

But I figured it out.

You have to talk to the rabbit NPC in the bamboo forest's secret area, then Reisen will sell her pills.
