I don't look down on piracy, as I do it myself (I did it for this, though I also bought it afterwards as I feel it was worth supporting). It's somewhat amusing that you mention that nobody pays for ROM hacks, since websites mention that you need to own the original games (as in you need to have paid) to legally play the ROMs.

But does anyone really own those original games? Also not many people seem to care about having to own the game first before playing the ROMs as what about ROM hacks?

I own the originals for many roms I have. Ones I don't own I tend to delete after I beat the game, or if I really like it I buy a legitimate copy when I happen to find one. You are correct that not many people care about owning real copies. It's just piracy, like downloading music or movies. Almost nobody cares and the ones that do, only care on the surface. There are much bigger problems in the world than an illegal download. Also I own Pokemon Emerald and Fire Red, despite not owning a DS nor have I ever played non-hacked versions before.
