The premise is simple. First, eliminate its counters, find a way to get it in safely (Explosion, Memento, Baton Pass), then sweep. The given EVs reach 507 Attack and 318 Speed after a Tailwind, outspeeding anything that's base 95 and slower. The remaining 32 are placed in Special Defense to take hits slightly better, but can be placed in HP if you so desire.

Braver is your STAB Steel move. Your only other option is Steel Fist, so you may as well go all or nothing. Earthquake is Earthquake, and is probably gonna see a lot of use. Your third moveslot is up to preference. Psycho Cut is STAB but really weak, Poison Jab stops Water and Nature types from ruining your fun, Explosion is Explosion, and Heart Break is Dark coverage if you really think you need it. If you feel frisky you can run Giga Impact over Heart Break, but if you miss the recoil will hurt. A lot.
Poison Jab is probably your best bet so you don't have to Explode or get forced out by Defense Kaguyas or Star Sapphires.

The choice between Leftovers and Lum Berry is down to if you're afraid of status or not. While Maintenance has a cool 30% chance of curing status, you don't want to get fully paralyzed. However, Leftovers may allow you to set up two Tailwinds instead of just one.

Before you just slap this on any team, send it out expecting an easy sweep, and then let it get owned, there's a few things you need to keep an eye out for. Anything faster than base 95 with a STAB SE move is going to give it a load of trouble. For starters, Jolly non-Bloomers Mimi-chan does a minimum of 336 damage with Flare Blitz, always OHKOing unless you invest HP instead of SDef. Timid Advent Reisen Signal Beam always OHKOs no matter what you do. There's obviously more than just those two but those are some of the larger examples.

it can run a mixed bulk set with spdef ev's or a more offensive ev spread as well. Pretty legitimate burd stopper and a solid offensive tank/pseudo cleric in general capable of checing a pretty shocking portion of the meta (kayuga forms, monoattacking Sariel, TByak, Birds, Steels not packign a SE Secondary STAB) . Shed skin may not be quite as good as nat cure but its still kinda awesome.
