So I'm going to bring up this topic into the (not)meta debate.
Power Aya
Type: Wind/Warrior
Stats
HP: 80, FoAtt: 105, FoDef: 70, SpAtt: 90, SpDef: 50, Speed: 130
Has Salvo (automatic 5 hit on multi hit attacks), and some insane coverage options (Earth, Warrior, Void, Wind) but a massive weakness unless set up, in that her speed is everything to her survival. Her other ability also won't see much use due to how good Salvo is on her, Gale (Speed buff when alimented, immune to paralysis speed debuff). She also doesn't have much versatility with her moves, only really having just damage output and nothing much else. On the OTHER hand...
Power Hatate
Type: Wind
Stats
HP: 100, FoAtt: 90, FoDef: 80, SpAtt: 90, SpDef: 80, Speed: 70
Also has Salvo but has Telescopic (1.3x accuracy) which adds to her utility. Now that 70 speed isn't much, and with 90/90 on attacking stats she's not the strongest bird either. Her main thing is her versatility and coverage. She's got Electric, Void, Wind, Illusion, and Nature for move types. She's able to be built toward composite damage, Spread, or Focus. Due to the 90/90 she can go with Twister/Hornet Dance for Wind and Nature Focus 5hits, Blind Shot for Void Spread 5hit, or surprise opponents with Thunderclap/Macroburst for high damage low accuracy luckshots. She also has access to a trap (Stealth Trap), as well as having a very useable buff with her decent bulk in Offensive Trance. +2 on FoAtt, SpAtt, Speed, and -1 FoDef and SpDef. Due to her speed, getting that off before the opponent attacks is unlikely, and after getting that buff up she's VERY scary as you won't know what coverage she has til she attacks the first time.
All in all I feel Hatate is a better choice for a team needing what the two tengu can bring, despite appearing weaker by stats. Her Salvo is just much scarier as it's not the only setup you may deal with. I also didn't add Yumeko to this debatable topic as her typing is MUCH different (steel) and she'd be dealt with differently because of it. Feel free to discuss and tell me how much of a massive tool I am though. Or give me something better to work with for Aya. OT is just too good, outside of baton pass.
