This is where you have to do a sequence of events before you get to Flandre apparently. In that room where you got that cake and the maid is on the ground... You get the cake then talk to the maid. I believe she gives you a key that opens the next room. You will be in the room with a bunch of teddy bears again, but one is missing. You just keep going up doing room after room whatever the game tells you to do. Regardless of translation, the rooms are straight forward. Every time you complete a room, another teddy bear in that room goes missing, so you keep going till they're all gone. Then Flandre will be in the next room. She has a team of level 95 puppets and all of her puppets happen to be the EX-Stage bosses from the Touhou series.
