I know you don't get the Gap Map (Fly) until postgame, but is there a regular town map I can get anywhere?

Sadly, no.

Also, you can get the Fly map as soon as you hit Youkai Mountain. On the east side (basically, when you're descending the mountain) where the rest house is, you go east and then north, and you will find an abandoned town. You will find Chen there, who will give you the Gap map.

To be frank, the Gap Map works just fine as a World Map too, guess they just didn't bother with redundancy. 

The game has a few stuff (and abilities) that combine functionality from Pokemon games.

Shorter reply: just follow the road east. It goes straight to Mayohiga (even more PLF geniusness- choosing that place as a "Secret" hideout).
