I used Louise as a starter, I chose her Defense style over her Assist style because I remembered how abusive Sanae was in the traditional touhoumons, with her ability that doubles the chances of secondary effects.

And... as Defense Louise pool turns out, she is meant to be a real machine that keeps hitting you without allowing you to land a single hit, by inducing flinching.

This setup is a real nightmare for the opponent puppets, given that she can withstand a first hit or that you manage to field her against a puppet slower than her.

Defense Louise:
Ability: Lucky (secondary effects of skills have double the chance of occuring)
Skills:
Concussion (Fight): 30% flinch
Flashover (Fire): 30% burn
Paralyzing Wave: to slow down the opponent (and make you almost certainly quicker) and confuse him in case he doesn't flinch
Wind Wave (Wind): 30% flinch
Item: Binoculars (to raise her accuracy when using Paralyzing Wave if she's slower than the opponent)

Alternative: Champion's Medal to raise the flinch chances even more, and use Confinement instead of Paralyzing Wave in order to have a higher accuracy, but without confusing the opponent.

Of course, her major weakness is that it is really hard not to get one-shot by a faster puppet. But if she does resist, she becomes the fastest one and will beat the shit out of it relentlessly.
