Touhou Puppet Dance Performance / Moveset learning glitch?

Hate creating an account to ask something on a forum and probably never using it again, sigh...
So, both according to the tpdp wiki and this database, KoishiA can learn Upbeat (Taunt) from a skill card. However, when I try teaching her that ingame, both through the Edit screen and through the skill card list on the inventory, it doesn't work. What's up? I'm using a legal copy, v1.34, latest english patch, etc etc. It seems to work as normal for the other puppets that can learn the move, too, so I guess it either got patched out or the info sources are wrong.
