Whatever's easiest for you, honestly. Option 2 sounds fine and I suppose the only disadvantage is it requires an internet connection, so maybe Option 3 is best. This one file is already more useful than most official strategy guides, so yeah, don't go to too much trouble.

Since the original Skill Card list hasn't been updated for a while and the information was mostly from before the game was translated, I decided to give the list a clean up and update, fill in any missing information, and in general expand upon the hard work from Doesnt and everyone who posted. Here is the original thread.
All information was obtained from either that thread, or my recordings while playing the current translated version of the game itself.
On the off chance of any information looking suspect or a location just being plain wrong, let me know. Enjoy!

Skill Card 1 - Fire Javelin - Fire, Focus - 75|100 SP:15
10% chance to inflict the Burn status.
Skill Card 2 - Aqua Javelin - Water, Focus - 75|100 SP:15
20% chance of decreasing opponent's Speed.

Skill Card 10 - A Hand in Adversity - Void, Focus - 70|100 SP:20
Power doubles when you use this skill while you have a status effect. Ignores the FAtk drop from Fear.
 -Road of Reconsideration, obscured by roses in the north part but can be seen if you look closely (check the rose patch in the middle of two jump ledges that go left and right, this is the only 'hidden' Skill Card as far as I know).

Boosts your Speed by one stage.
 -Heading south of the Rest House near Mayohiga.

Skill Card 12 - Burn Strike - Fire, Focus - 90|90 SP:10
Easily gets critical hits and has a 10% chance to inflict the Burn status.
 -Hell, near Utsuho (to the right).

Skill Card 13 - Waterfall Drop - Water, Focus - 100|90 SP:10
30% chance to cause opponent to flinch.
 -In a house on the back path of Youkai Mountain

Skill Card 14 - Voice of Famine - Nature, Focus - 95|100 SP:15
10% chance to inflict Weakness on the opponent.
 -Forest of Magic, north of Muenzuka entrance. Requires the boat.

Skill Card 15 - Tumble Plant - Nature, Focus - ?|100 SP:20
Power increases the higher the opponent's cost.
 -Head north from the Bamboo Forest rest stop. Requires the boat.

Skill Card 16 - Shooting Press - Earth, Focus - 100|100 SP:10
A normal attack.
 -Hakurei Cave, first part. A bit after the waterfall, take a ladder; there should be a trainer and some water in sight. The Skill Card  is past the water.

Skill Card 17 - Grand Liberate - Earth, Focus - 80|100 SP:10
Easily gets critical hits.
 -In the cave leading to Former Hell, to the right of where Kisume is.

Skill Card 18 - Stone Spike - Earth, Focus - 60|100 SP:20
Lowers the opponent's Speed by one stage.
 -Youkai Mountain's second part; just past Momiji, drop down the waterfall.

Skill Card 19 - Impact Rebellion - Steel, Focus - ?|100 SP:5
Power increases the lower your speed is than the opponent.
 -Garden of the Sun, lower-left part, next to a pond.

Skill Card 20 - Clearing Mist - Steel, Focus - ?|100 SP:10
Power increases the higher the opponent's Cost is than yours.
 -West of rest stop outside Bamboo Forest

Skill Card 21 - Gensokyo Typhoon - Wind, Focus - 140|100 SP:5
Gathers strength on the first turn and attacks on the second. Easily gets critical hits and can cause opponent to flinch.
 -Somewhere in the cave behind the Hakurei Shrine

Skill Card 22 - Shock Stamp - Wind, Focus - 55|95 SP:10 Priority: -6
After attacking, a reserve Puppet is dragged out. Ends battle with stray puppets. Low priority.
 -Kappa Village, in a house towards the north after driving off the fairies.

Skill Card 23 - Thieving Wind - Wind, Focus - 60|100 SP:20
Take the opponent's held item and use it yourself.
 -Southwest of Misty Lake in the forest, past some silvery grass.

Skill Card 24 - Plasma Ball - Electric, Focus - 20|100 SP:20
100% chance to Paralyze the opponent.
 -Near the east end of Route 7.

Skill Card 25 - Ray Dance - Light, Focus - 60|100 SP:10
Cancels Weather effects and power doubles if it does so.
 -Storage room in Core of Blazing Hell.

Skill Card 26 - Evil Crushing Arrow - Light, Focus - 90|100 SP:10
10% chance to cause opponent to flinch.
 -Route 6, south side (southeast part of the maze)

Skill Card 27 - Changeling - Dark, Focus - 70|100 SP:20
After attacking, switch with a reserve Puppet. Cannot switch if the attack does no damage. Ends battle with stray Puppets.
 -In SDM's basement, past the room with three doors behind an array of trees.

Skill Card 28 - Dark Arrow - Dark, Focus - 50|90 SP:15
Attacks twice consecutively.
 -Somewhere in the cave behind the Hakurei Shrine.

Skill Card 29 - Lost Crisis - Dark, Focus - 60|100 SP:10
Cancels Terrain effects and power doubles if it does so.
 -Route 7, follow the river up north.

Skill Card 30 - Unfettered Soul - Dark, Focus - 55|100 SP:15
Damage doubles when you do not have a held item.
 -Northern Forest of Magic, on the map with Marisa's house, just north of it. Requires the boat.

Skill Card 31 - Poisoned Arrow - Poison, Focus - 80|100 SP:10
Gets critical hits easily and has a 10% chance to Poison the opponent.
 -Past southeast exit of the Northern Forest of Magic. Requires the boat.

Skill Card 32 - Vacuum Rupture Fist - Fighting, Focus - 150|100 SP:5
You cannot move next turn.
 -Myouren Temple, across the pond to the right. Requires the boat.

Skill Card 33 - Meteor Impact - Fighting, Focus - 150|100 SP:20 Priority: -3
Skill with fail if you are hit by an attack before using it.
 -Behind the Hakurei Shrine

Skill Card 34 - Break Shot - Fighting, Focus - 75|100 SP:15
Breaks the opponent's Field Barrier and Field Protect.
 -In the Scarlet Devil Mansion's basement, fairly close to the end.

Skill Card 35 - Charging Stun - Fighting, Focus - 55|95 SP:10 Priority: -6
After attacking, bring out a reserve Puppet.
 -Under a table in a house in the abandoned town on Youkai Mountain.

Skill Card 36 - Flower of Hell - Illusion, Focus - 80|100 SP:15
30% chance of destroying the opponent's stance (I'm not sure what this means)
 -On the route north of the Hakurei Shrine.

Skill Card 37 - St. Elmo's Fire - Illusion, Focus - 65|100 SP:20
If the opponent has a held item, the attack powers up 1.5x and the held item is burned and cannot be used.
 -On the south-west part of Route 5, in a house next to a river. Requires the boat.

Skill Card 38 - Dancing Rain - Sound, Focus - 75|95 SP:10
50% chance of lowering the opponent's Fo.Def.
 -In the Prismriver Mansion southeast of Misty Lake. Requires Rock Smash.

Skill Card 39 - Tri-Effect - Void, Spread - 80|100 SP:10
20% chance to inflict the Paralysis, Darkness or Fear status.
 -In Misty Lake Cave, to the left of BF2. Inaccessible until after the credits.

Skill Card 40 - Angelic Assistance - Void, Spread - 50|100 SP:10
Power and Type change with Weather effects.
 -South of the rest stop near Mayohiga, behind Hatate.

Skill Card 41 - 4 God's Assistance - Void, Spread - 60|100 SP:10
Power and Type change with Terrain effects.
 -Found in upper-right portion of Former Hell, near the bar.

Skill Card 42 - Flashover - Fire, Spread - 80|100 SP:15
30% chance to inflict the Burn status.
 -West side of Route 7, downstream to the west. Requires the boat.

Skill Card 43 - Inferno - Fire, Spread - 120|85 SP:5
10% chance to inflict the Burn status.
 -Sold at Route 6 Rest Stop.

Skill Card 44 - Cold Rain - Water, Spread - 120|80 SP:5
10% chance of inflicting Stop on the opponent.
 -Sold at Route 6 Rest Stop.

10% chance of lowering the opponent's Sp.Atk.
 -Forest of Magic, on the map south of the one with Marisa's house. East of the large tree and past Skill Card 68, and past a river. Requires the boat.

Skill Card 48 - Jewelry Storm - Earth, Spread - 80|100 SP:20
A normal attack.
 -In the cave after the second Medicine fight, shortly before Garden of the Sun.

Skill Card 49 - Chrome Ray - Steel, Spread - 90|100 SP:10
Opponent's stat changes do not affect this Skill.
 -Head north from the Bamboo Forest rest stop. Requires the boat.

Skill Card 50 - Smash Spin - Wind, Spread - 50|100 SP:15
After the attack, binds and traps are blown away.
 -In the misty valley on the back path of Youkai Mountain. Head left one screen after the start. Inaccessible until after the credits.

Skill Card 51 - Emperor's Indignity - Electric, Spread - 120|85 SP:10
10% chance to Paralyze the opponent.
 -Sold at Route 6 Rest Stop

Skill Card 52 - Lightning Speed - Electric, Spread - 70|100 SP:20
After attacking, switch with a reserve Puppet. Cannot switch if the attack does no damage. Ends battle with stray Puppets.
 -Found in the area between Garden of the Sun and the cave preceding it, past the lake. Requires using the boat.

10% chance to Paralyze the opponent.
 -Behind the jump-off ledge on the north side of Route 6.

Skill Card 54 - Star Flare - Light, Spread - 80|100 SP:10
20% chance of lowering the opponent's Accuracy.
 -On the route exiting Blazing Hell, near Mayohiga (south of Mayohiga's nearby Rest House)

Skill Card 55 - Eye of Laplace - Dark, Spread - 80|100 SP:10
Easily gets critical hits.
 -In the misty valley on the back path of Youkai Mountain, on the way to Kasen's house. Inaccessible until after the credits.

Skill Card 56 - Ghost Wave - Nether, Spread - 80|100 SP:15
30% chance to inflict Fear on the opponent.
 -Second part of Youkai Mountain (after Kappa village), turn left at the first branch.

Skill Card 57 - Love or Pain - Nether, Spread - 65|100 SP:10
Power doubles if opponent has a status effect.
 -Road of Reconsideration, head north from the entrance.

Skill Card 58 - Poison Bomb - Poison, Spread - 95|100 SP:10
10% chance to Poison the opponent.
 -Forest of Magic, northwest part of Alice's side. Requires the boat.

Skill Card 59 - Gigantic - Fighting, Spread - 120|85 SP:5
10% chance of lowering the opponent's Sp.Def.
 -Sold at Route 6 Rest Stop

Skill Card 60 - Unknown Flare - Illusion, Spread - 80|100 SP:15
30% chance of Confusing the opponent.
 -Somewhere in the cave behind the Hakurei Shrine

Skill Card 61 - Gravity Blast - Illusion, Spread - 120|100 SP:5
Power increases the higher the opponent's HP.
 -On the grid-like lower floor of Misty Lake Cave, near the upper middle. Only accessible after the end credits.

Skill Card 62 - Ultra High Tone - Sound, Spread - 95|100 SP:10
10% chance of randomly boosting one of your stats.
 -Heading east from the east exit of Human Village, go south at the first instance of water and follow it along south. Requires the boat.

Skill Card 63 - Nature Barrier - Void, Support - SP:10 Priority: 4
You will not take any of your opponent's attacks. Consecutive use has a high chance of failure.
 -At the end of Muenzuka, to the left of the large cherry blossom tree.

Skill Card 64 - Barrier Option - Void, Support - SP:10
Use 1/4 of your HP and release a barrier.
 -Sold at Rest Stop outside Bamboo Forest

Skill Card 65 - State of Anatman - Void, Support - SP:10
Can only be used while in the Stop status. A Skill is used at random (From the puppet's moveset, excluding the move itself).
 -Sold at Rest Stop outside Bamboo Forest

Skill Card 66 - Confinement - Void, Support - 0|100 SP:30
Paralyzes the opponent.
 -Storeroom in Scarlet Devil Mansion. Go right from the entrance and downstairs at the first chance.

Skill Card 67 - Thermit - Fire, Support - 0|90 SP:5
Heavily Burn the opponent.
 -Somewhere in Hell, past the first Rin encounter but before the second. Up a ladder and on an island by itself in the middle of the lava lake.

Skill Card 68 - Drought - Water, Support - 0|100 SP:15
Inflict Weakness on the opponent.
 -Forest of Magic, on the map south of the one with Marisa's house. A bit to the east of the large tree, next to a river.

Skill Card 69 - Squall - Wind, Support - SP:20 Priority: -6
A reserve Puppet is dragged out. Ends battle with stray Puppets.
 -In Bamboo Forest, go Down, Up, Down, Left, Left, Right, Up, Right, Up, Down. Requires Cut.

Skill Card 70 - Field Barrier - Light, Support - SP:30
A barrier is erected that halves the damage from opponent's Sp.Atk Skills for five turns.

Exchange your held item with the opponent's.
 -First cave on Youkai Mountain, to the left of the kappa that takes you onward.

Skill Card 75 - Sweet Nightmare - Dark, Support - 0|85 SP:10
Inflicts Darkness on the opponent.
 -On elevated ground in Garden of the Sun.

Skill Card 76 - Behind You! - Nether, Support - 0|85 SP:10
Inflicts Fear on the opponent.
 -Cave in the center of Misty Lake, second room.

Skill Card 77 - Miasma - Poison, Support - 0|90 SP:10
Heavily Poisons the opponent.
 -Left part of the flower field south of the rest stop south of the two fairies roadblock. In short, head south from the Route 6 Rest Stop.

Skill Card 78 - Continue - Illusion, Support - SP:10
Your HP and Status are completely healed and then you are put into Stop status for two turns.
 -Talk to Keine in the Human Village after a certain point; believed to be triggered by defeating Mokou.

Skill Card 79 - Upbeat - Sound, Support - 0|100 SP:20
The opponent can only use damaging Skills for three turns.
 -Cave after second part of Youkai Mountain.

The only times I had to actually grind in this game were when I swapped out some of my members for new ones and had to get them up to speed (like Yuuka, totally worth it tho), and even then it didn't take that long. My goal was to get every puppet, so that functioned as grinding for me since I killed anything I didn't want to catch, and if you're going to be playing around with endgame puppet battling I do recommend doing that, since it saves time in the long run backtracking for puppets and makes it feel less grindy.
This game doesn't coddle you like Pokemon does, and the trainers near the end will be out for blood, so you need to build your team properly and know your weaknesses and resistances. Being overleveled will only help you so much.
That said? I was asleep for most of Pokemon Alpha Sapphire and Pokemon X. This actually entertained me.

RanP is a higher cost which means she has higher base stat total but grows slower. She gets this game's equivalent of Moxie and has great focus attack and speed if you go power style. She gets Agility and Flame Charge, and she also resists 6 types and is weak to 4, which means you can switch in on stuff fairly safely.
MomijiS is somewhat similar if you go speed style, but ends up with 25 lower base focus attack than RanP. She can turn her myriad of void type attacks into wind type attacks, which she doesn't get STAB for, but Wind type is far better for coverage than Void, so that improves Returning Swallow a bit. She won't get a swords dance level boost in one turn, though, so you might be better off taking your chances with a dragon dance and just using her raw speed and some higher power moves. Killing Bite has a base power of 70 and always crits, so along with STAB it'll hurt a lot.

Which to choose? Hard to say. I'd personally go with Ran because I prefer her stats, ability and typing, and if you revenge kill something with a flame charge (rising sun) that's pretty much a free dragon dance right there. But I haven't seen much of the meta yet to determine if that's actually going to be viable. Also her STAB moveset for focus tends not to rise over 100 base power (though it has increased crit rate), but moxie would probably take care of that.

Both Seija AND Seiga appear pretty early on as well. Earlier than the Scarlet Devil cast.
An NPC after the end of the main story sells all the battle hold items, except for Layla's Amulet which just reduces wild encounters. I can confirm this includes Food Rations (Leftovers).

MomijiS gets the game's equivalent of Dragon Dance for her last move. If you wish to know more about the various puppets in the game, check out the excel spreadsheet Greenmittenz whipped up, it's incredibly thorough.
Since the base system and all the stats, moves, and movesets have changed quite a bit, you might not get much out of the Shoddy people. I dunno how experienced they are on the TPDP stuff. If you want, you can always make a thread in the competitive meta section of this forum and get people to give your team a look-over. I'm still experimenting with different puppets myself.

Also worth adding that Chen and Nazrin appear very very very early on in the game (much like in the other puppet play games), so if you want, pick something that appears later on and just catch those two. Dunno what kind of team you'd want to build but basically anything works as long as you pair them with good support. Remilia soaks up a lot of exp but she's a very capable sweeper and'll do you well for the story if you feel like using her. Same with Flan.
With the way endgame competitive team building works, it's better to start from scratch with your puppets anyway. The team I used is just sitting in my box at lvl 100, while I'm off rebirthing the junk puppets I caught through the story into 6 IV monsters.

Oh, that's no problem, I'm just glad to hear it's possible to replace them later. I thought I'd have to start from scratch to get this game's equivalent of a Lum Berry, especially considering I'm nearing the end of the main story. Thanks!

Hi there, first post, played touhoumons for a while and loving this new release. Just had a bit of a problem...

The charms, like say healing charm, I assumed were one use, and they sold for a great price, so i did just that and sold them earlier in the game. It was only until much later that I realised they come back after battle ends. Which makes them the most valuable thing ever once you're inflicted with hella statuses and out of myouren teas.

I've gotten pretty far in the game and don't really want to restart, and just wanted to know, is there any way to replace the status healing ones? I sold the healing charm and the poison cure charm forever ago like an idiot. I don't wanna reach endgame and have no lum berry for my puppets...
I am not opposed to using cheat engine to get the items back, but I wouldn't know where to start.
