You apply the patch with IPS patcher, try this: http://www.romhacking.net/download/utilities/240/I click the thing to go patch it, but there's only one file in the downloads, and it's this anime face maker I downloaded.
I don't remember the specifics steps, but it's pretty straightforward work.

Is the full file name thmnemer1812 oct-19c-2013.ips or thmnemer1812 oct-19c-2013.zip ?
